Sixteen teams will participate in the 2025 Tournament. The participating nations will be split up into four groups of four along the same lines as the 2021 Rugby League World Cup.

As USA and Canada have only been receommended by the Rugby League International Federation is expected that the will re-submit their bid to host the Tournament which will then be reviewed by the RLIF.
